My 3 cats use this all the time.
My one cat was born deformed; his back ankles are twisted. He can still get 1/2 up the cat tower with ease; all the way up if he puts some effort in.
Don't expect the dangling puff ball to stay on long...but since I'm assuming you have cats, you're already aware those darn things never last.
